Clay Higgins said he did not like the law. He said the law can hurt many people. He thinks it is not safe for people who are not guilty. He wants to protect these people.
The law will now go to the president. The president will sign the law. Most people in the House and Senate said yes to the law. Only Clay Higgins said no.
