Canadian Prime Minister Mark Carney spoke in Strasbourg, France, on Thursday. He said Canada should have closer ties with the European Union, or EU. He wants young Canadians and Europeans to live, work, and study on both sides of the Atlantic Ocean. He also said Canada could join Erasmus+, an EU program that helps students study in other countries.

Many Canadians like the idea. They say it could make travel, work, and study in Europe easier. A recent study found that 80% of Canadians want closer work with the EU. More than half feel closer to Europe than to the United States. Canada is looking for new partners because it has trade problems with the US. About 72% of Canadian goods sold to other countries go to the US.

The plan may take many years. The EU does not have this kind of “associate member” plan now. All 27 EU countries may need to agree to it. Some Canadian politicians also want Carney to give more details. Many Canadians want closer ties with Europe, but they also say Canada must keep a good relationship with the US.
